Usability is the ease of use of an interface. Functionality is the set of operations that a interface supports. Usability and functionality are often seen as a design tradeoff. A large number of functions in one user interface can be an annoyance that makes interfaces more difficult to learn and use. Removing functions or burying them in obscure places generally makes interfaces less powerful.
In many cases, the tradeoff between usability and functionality considers the popularity of functions. For example, obscure functions that few people use may be buried in a hierarchy of menus.
