Civil society is the political sphere that is independent of government and business. Family is usually excluded from civil society. As such society has four major structural components -- government, business, civil society and family. Notes Civil society is often described in democratic terms as representing "the people" or "the community." In practice, major institutions of civil society can be controlled by a small elite. Where civil society is spontaneously organized by a community it is known as a grassroots initiative. It is common for organizations founded and controlled by a small elite to represent themselves as grassroots. This is a questionable practice known as astroturfing.
