Creativity is the ability to produce unusual value. This is associated with activities that have vastly different results.

Example

Two authors sit down to write a book. One produces a work that is regarded as an outstanding work of literature. The other produces a work that is regarded as low value. As such, writing is a creative activity as there is a wide difference in value from one work to the next.

Counterexample

Administration such as paperwork doesn't require creativity because the results are either sufficient or deficient with no potential for unusual value.
