Mandatory Positive Feedback

In some cases, people are expected or required to provide continuous positive feedback even where performance is mediocre. For example, German employers are required by law to provide a favorable reference letter for departing employees.
Interestingly, German managers have simply adapted to this with feedback that is ostensibly positive but clearly non-enthusiastic. For example, "completed required work for project on time." In this context, this is essentially a coded message that performance wasn't very high.
It is increasingly common in both academic and corporate environments to be constantly positive thus generating this type of mandatory positive feedback that isn't very authentic or wholehearted.

Authentic Positive Feedback

In an environment of positivity inflation where even mediocre work receives glowing feedback it is important to put some effort into feedback for those who are truly doing well. For example, if you have an employee who vastly outperforms the rest of your team you can directly say this -- "the most productive developer on our team who produces a remarkable amount of high quality code."
This type of feedback is obviously authentic as it goes beyond the usual "good work" type accolades.

Positive Feedback vs Constructive Criticism

Constructive criticism is a suggestion for improvement that is worded positively. Despite its positive tone, this is still intended as criticism and isn't positive feedback.
Just as there are cultures where positive feedback is the norm or requirement, there are also cultures and individuals who feel that feedback should always include some critical component that helps people to improve.
It could be argued that this is untrue as high performers are often able to see their mistakes or shortcomings and are constantly working to improve. It can be a bad idea to be critical about the performance of high performers as they may feel unappreciated and leave.
This being said, in a high performance environment where everyone is working to be the best that they can be, feedback is an important source of knowledge of performance. In some cases, high performers dislike positive feedback because they have no need of validation but do find critical feedback interesting because they are so often working to improve.
